But now that lasers or kinetic weapons are being invented to target satellites, there is a resurgence of interest in balloons. They don’t offer the same level of persistent surveillance as satellites, but are easier to retrieve, and much cheaper to launch. To send a satellite into space, you need a space launcher – a piece of equipment that typically costs hundreds of millions of dollars.
Balloons can also scan more territory from a lower altitude and spend more time over a given area because they move more slowly than satellites, according to a 2009 report to the US air force’s Air Command and Staff College.

L'Amérique étant ce qu'elle est, il y a bien quelqu'un qui va vendre l’écusson.
Une petite partie des éléments du ballon ont été récupérés, mais apparemment cela suggèrerait déjà que le matériel embarqué dans le ballon n'a étrangement rien à voir avec l'analyse météo. J'en suis très surpris.

The US military does not have the authority to collect intelligence within the US, so a special dispensation was granted to conduct a counter-surveillance operation for the U-2 plane.
A salvage operation is under way off the coast of South Carolina, but FBI officials said very little of the balloon’s equipment payload had so far been recovered. Those fragments that have been recovered are being cleaned of salt and saltwater, the officials told reporters.
