AS HOI III Multiplayer Game rules for 36 campaign (2vs2 or more)
Designed for HOI3 multiplayer games , and inspirited from HOI2 multiplayer rules :

SET UP RULES
2vs2: Must be played by human players:
UK/USSR vs GERMANY/ITALY
0.01 : Italy may enter when Germany controls any Paris neighbouring province
3vs3: Must be played by human players:
UK/USSR/USA vs GERMANY/ITALY/JAPAN
0.01 : Italy may join at Danzig event.
0.02 : the axis side is VICTORIOUS if Berlin AND Tokyo are still Axis controlled AFTER May,8th 1945
4vs3/4 and more: Must be played by human players:
UK/USSR/USA/UK/UK player decides (except France) vs GERMANY/ITALY/JAPAN/Ger player decides
0.03: Italy may join Axis in 1936.
0.04 : the axis side is VICTORIOUS if Berlin AND Tokyo are Axis controlled AFTER May, 8th 1945
MAIN RULES
0.1 : No alliance before Danzig, only joining faction is allowed unless it leads to a violation of another rule (for example the USA can't join because it would be at war as soon as a country would DOW UK)
0.2 : No major or minor war until Danzig event unless already at war or by an event.
0.3 : No nukes till 45
0.4 : No rockets nor flying bombs till 43
0.5 : No one may influence a Human controlled country without their permission.
0.6 : You are allowed to build only 1 Paratrooper brigades for each 25 IC (rounded up).
0.7 : Fort level max 5, except for cities
0.8 : No Naval Mines in Multiplayer
0.9 : Players must respect historical Wargoals
1.0 : No exploit over AI countries or Rebels (phoney bombing in aim to get massive XP etc...)
1.1 : Naval invasions are not allowed on mountain or hill terrain, except for small islands (3 provinces or less)
Military access
a) No one is permitted to allow military access to foreign troops unless they are at war with a common enemy (except the AI).
b) The USA does receive military access to the UK through events but this may not be used until the USA is at war with Germany an/or Japan (for the Pacific).
c) If you manage to gain Military access to a neutral minor your forces may pass through but may not launch attacks from such a country.
b) You are not allowed to use a strait of a neutral minor in aim to fight an enemy on the other side of this strait, unless you have a true diplomatic military access from it (or you are allied with, of course).
TRADES
2.1 : The 1st day of the game Axis powers are the first to make trades, later come the Allies, then the Comintern. USA MUST accept the trades proposed by Axis (or virtual Axis) powers, unless it puts its ressources growth in the red.
2.2 : The trades between GER/SU and USA/JAP must be fair till the war or embargo event (for usa).
2.3 : The Allies/Komintern are able to cancel some trades when their new factories put their resource growth in the red.
But they MUST cancel their trades with Comintern/Allies(respectively) first
UNITS IN THE FRONT
3.0 Surrounded (or units about to be) armies may not be disbanded.
3.1 A capital may not be logistically bombed to rubble for the purpose of preventing supplies and convoys from being sent from such a province.
3.2 During peace time you must supply ALL your OWN divisions, air and fleet in your OWNED provinces (you are still allowed to move your fleets as you wish,except for the US pacific fleet before Pearl Harbour decision, but they still have to be based in homeland).
DIPLOMACY
4.1 : No war till Danzig except for events
4.2 : Phoney wars aren't allowed except for the Sino-Jap war (because it was in some point IRL), and when you are able to take last Victory Points or Annex, do it quickly
4.3 : Phoney wars also include phoney fights : the abuse of one hour fights, in aim to get Strategic Effect/Events/decisions related with number of fights, is forbidden.
4.3 : You must respect peace treaties and no aggression pacts
4.5 : When you join one Alliance you must stay in till the end
4.6 : Allies-Komintern cannot grant military access to each other nor enter a territory controlled by their faction (even with airforces or fleets)
4.7 : After a defeat a major is not allowed to DOW again its victorious enemy for at least one year.
Doing so, after this delay, it can be attacked by any other nation without any restriction.
GERMANY RULES
5.1 : Germany must execute Danzig decision before 2 Sept 1939.
5.2 : Germany must respect the historical events till Danzig (except for Slovakia events, he still have the choice to give it to Hungary).
5.3 : Germany must accept to share Romania with USSR if invasion of this country is decided (can't break the pact with USSR through it)
ITALY RULES
6.1 : Italy may enter the war against Allies when Germany reach Paris gates (2vs2 ONLY, see set up rules for other details).
JAPAN RULES
7.1 : Japan must DOW Nat China at Marco Polo Bridge event
7.2 : Japan must accept non aggression pact with SU when the event occurs
7.3 : Japan may not DOW the SU until it has achieved the following strategic objectives: The capture of Guam, the annexation of the Philippines, the capture of Borneo, the annexation of the Dutch East Indies, the capture of Singapore, the capture of Rangoon, the capture of Port Moresby, and the Australian VP possessions.
7.4 : Japan can DOW Allies from May 41
7.5 : Japan is allowed to DOW SU after Bitter Peace if SU DOW any Axis nation.
UK/FRANCE RULES
8.2 : France must accept Vichy event
8.3 : After Paris has fallen French fleet MUST be re-based in a major port in metropolitan France (with an human French player only, of course)
8.6 : Dominions troops may be deployed to Europe or the UK only after Danzig event.
USA RULES
9.1 USA may enter the war against axis:
In May 42 if Germany is still at war with UK
- Immediately if UK is being invaded
- Three months earlier, if Axis controls Moscow
- Three months earlier, if CHI is out of the war
- Two months earlier ( In fact February 1942, because 2 months + 1 month (non historical) = 3 months ) if Germany has DOW Spain (not allied)
- One month earlier, if Axis controls Suez or Gibraltar or Malta, (one month for each)
- One month earlier, for any non historical DOW FROM GER (example : UK DOWing GER is historical, GER DOWing UK IS NOT)
- Two month later for any non historical DOW FROM UK
- Four months later if SOV for any non historical DOW FROM SU (DOW to a faction count as one DOW)
All of those event effects are cumulative
9.2 USA cannot garrison Philippines or Guam till February 1942, to respect the Japanese surprising attack and the rule that say you must supply all your troops in your own territory while at peace.
9.3 USA Pacific fleet (the one from the 1936 scenario only) must be based at Pearl Harbour until at war with Japan, however the CVs of this fleet can still move but can't be sent more than two boxes away from this base.
USSR RULES
10.1 : SU (soviet union) is not allowed to DOW Japan while at war with Germany.
10.2 : R/M go historical (full pact) = germany can dow SU from 1st april 41 (France is AI)
Limited pact = germany may dow SU from april 40
10.3 : SU is allowed to break the pact with Germany if Germany controls/DOW/Align : Persia, Finland, India, Afghanistan, Romania.
10.4 : SU is allowed to DOW Axis one year and an half after Bitter Peace
